Studies have shown that a majority of persons with celiac disease are able to eat uncontaminated oats without triggering the undesirable autoimmune reaction.

There are some people with celiac disease who do and will always react to pure oats.  It has been found that this reaction is exactly the same autoimmune reaction as wheat causes for these people.  For these folks, oats should be considered as off the menu.
